REVISED PATTERN AND SYLLABUS FOR EXAMINATION TO FILL UP THE POSTS OF POSTMAN AND MAIL GUARD BY DEPARTMENTAL PROMOTION AND DIRECT RECRUITMENT.

Sir/Madam,
It has been decided with the approval of competent authority to revise the pattern and syllabus for examination for filling up of the posts of Postman and Mail Guard by:
(i)         Limited Departmental Competitive Examination for promotion from amongst Multi     Tasking Staff
                  (ii)        Direct Recruitment from amongst Gramin Oak Sevaks
                  (iii)       Direct Recruitment from Open Market
2.         The revised pattern and syllabus for examination is indicated in theAnnexure.
3.         It is requested that the revised pattern and syllabus for examination maybe brought to the notice of all concerned.
4.         The date for holding the examination(s) will be communicated separately by DE Section.

Pattern and Syllabus for Examination to fill up the Posts of Postman and Mail Guard by promotion on the basis of Limited Departmental  Competitive Examination by promotion from amongst Multi Tasking Staff  and direct recruitment from amongst GDS and from Open Market.
I. Candidates shall be subjected to an Aptitude Test of the level of 10th class/matriculation covering the following subjects/topics:
Total Marks-100
Part 'A' - 25 marks -25 questions on General Knowledge, Reasoning and Analytical Ability - Multiple Choice Questions
Part '8' - 25 marks -25 questions of Mathematics - Multiple Choice Questions
Part 'C' - (Two segments)
       (i)              25 marks- English. language- Objective Type/Multiple Choice Questions
       (ii)        25 marks -Regional language*- Objective Type/Multiple Choice Questions
* Where the regional language is also English the Part 'C' shall comprise  only one segment on English language of 50 marks, consisting of 50  questions of objective type/Multiple Choice Questions.
II. DURATION OF EXAMINATION:
90 minutes
III. QUALIFYING MARKS:
a.       Parts A and B- Minimum 10 marks for OC, 8 marks for SC/ST and  9 marks for OBC* candidates in each part.
b.       Part C (Two segments)- Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC* candidates in each segment.
c.        Part C (One segment of 50 marks)- Minimum 20 marks for OC, 16 marks for SC/ST and 18 marks for OBC* candidates.
d.       40% marks for OC, 33 marks for SC/ST and 37 marks for OBC*  candidates in aggregate
*           Not applicable for filling up posts by Limited Departmental Competitive  Examination as there is no reservation for OBC employees while filling up posts by promotion.

Staff by following modes of recruitment will be as indicated in the Annexure:
                      I.       Direct Recruitment from amongst Gramin Dak Sevaks
                     II.      Direct Recruitment from Open Market
  2.         It is requested that the pattern and syllabus for examination may be
brought to the notice of all concerned.
3.         The date for holding the examination(s) will be communicated separately
by DE Section.

Subject- Extension of orders for grant of Child Care Leave to all Civilian Female Industrial Employees of the Central Government. '
The undersigned is directed to state that the matter regarding extension of benefit of Child Care Leave to all Civilian Female Industrial Employees of the Central Government at par with the civilian female industrial employees of Defence Establishment covered by the CCS (Leave)
Rules, 1972 has been under consideration of this Department. It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the benefit of Child Care Leave to all Civilian Female Industrial Employees of the Central Government at par with the civilian female industrial employees of Defence Establishment covered by the CCS (Leave) Rules, 1972 subject to condition provided in rule 43-C of the CCS (Leave) Rules, 1972, as amended from time to time.
2 These order shall take effect from the date of 01.9.2008. Earned Leave, if any availed by these employees between 01.9.2008 to till date specifically for the purpose of taking care of needs of their eldest two minor children may be converted into Child Care Leave.

Subject: Disbursement of salary/wages/pension to the Central Govt. Employees and Pensioners in the State of Kerala for the month of August, 2012 on account of ONAM festival.
        In view of the “ONAM” festival, the Government have decided that thesalary of all Central Government Employees in the State of Kerala for the month of August, 2012 may be drawn and disbursed by the Central Government Offices (including Defence, Posts and Telecommunications) on 27th August, 2012.
2. The wages for August, 2012 of the industrial Employees of Central Govt. serving in the State of’ Kerala may also be disbursed in advance on 27th August, 2012.
3. The pension for August. 2012 of all Central Government pensioners in the State of Kerala may also be disbursed by Bank/PAO’s on 27th August, 2012.
4      The salary/wages/pension so disbursed is to be treated as advance payment and subject to adjustment after the lull month’ssalary/wages/pension of each employee/pensioner is determined. The recovery, if any, will be made without exception from thesalary/wages/pension, as the case may be, for the month of September, 2012.
5. The concerned Ministries/Departments are requested to bring theseinstructions to the notice of their offices located in the Slate of Kerala for necessary action immediately.
6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Kerala for necessary action immediately.
