Children Education Allowance for Central Government Employees - Annual Ceiling and Details of Admissible Institutions.
While answering to a question in Parliament on 18.7.2014, Finance Minister Shri Arun Jaitley said in a written form regarding the details of Children Education Allowance that it has been informed by the Department of Personnel and Training that the annual ceiling limit for reimbursement of Children Education Allowance (CEA) is 18,000/- per child. The Hostel Subsidy shall be 4,500/- per month per child. 
The annual ceiling for reimbursement of CEA for disabled children of Government employees is 36,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees is 9,000/- per child per month. 
These revisions are applicable with effect from 1st January, 2014. 
The reimbursement is admissible for the children studying in institutions affiliated to any Board or recognised institution, whether in receipt of Government aid or not, recognised by the Central or State Government or Union Territory Administration or by University or a recognised educational authority having jurisdiction over the area where the institution is situated.

Action against “habitually late” employees to be intensified  
Cabinet Secretary Ajit Seth has asked Secretaries of all central departments to intensify the crackdown on government employees who are found to be “habitually late” in reaching office. Seth, in his July 31 missive, has specifically cited concerns expressed by Prime Minister Narendra Modi in this regard.Stating that the onus lies on the Secretaries to make the staff more work-oriented, the letter says that Modi has taken cognizance of some official reports which say that there has been no visible improvement in the ambience of the workplaces while “some officials have been habitually coming late” to work.“In some departments, the ministers have noticed the laxity in this regard. The PM has expressed concern over these reports,” says the letter.The government is waiting for the success of its drive to make its employees punctual, which can happen on “continued perseverance by every employee,” it says. Cautioning the Secretaries against any “slippages” in this regard, Seth has asked them to review the situation on a sustained basis.At a meeting with the Secretaries in June also, Seth had emphasised the need to ensure punctuality and attendance.Two Secretary level officers told The Indian Express that a Joint Secretary level officer has been informally deputed in each ministry to keep a check on attendance. Though the letter does not spell out the punitive action in case of continued poor attendance, it is learnt that the defaulters may have to take compulsory leave.source-http://indianexpress.com/

Change in commission`s visit to Bengaluru. 
There is a slight change in 7th CPC's visit to Bengaluru. The Commission now proposes to visit Bengaluru between 24th and 26th August, 2014 instead of the earlier announced date of 25th-27th August, 2014.
The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies.
In its second phase of interaction, the Commission plans to hold meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a firsthand impression about the functioning and the condition of service prevailing in different parts of the country.
Accordingly, the Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Bengaluru between 24th August and 26th August 2014. The Commission would like to invite various entities/associations/federations representing any/all categories of employees covered by the terms of Reference of the Commission to present their views.
Your request for a meeting with the Commission may be sent through e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in. The memorandum already submitted by the requesting entity may also be sent as an attachment with this e-mail. An early response in this regard would facilitate proper scheduling of the meetings.

Uniform Labour Law
The Minister of State for Mines, Steel and Labour and Employment, Shri Vishnu Deo Sai has said that “Labour” is in the Concurrent List of the Constitution. Thus, both the Centre and the States can legislate in this area. There are 44 labour related statutes enacted by the Central Government dealing with wages, social security, labour welfare, occupational safety and health and industrial relations etc., being enforced by Central and State Governments, as appropriate Governments, as envisaged in the respective Acts. Each Act has been enacted keeping in view its objectives which are defined in each Act and accordingly the definitions have been incorporated in the Acts.
In a written reply in the Lok Sabha today, Shri Vishnu Deo Sai has said that ministry is also addressing the issue of ease of compliance to promote an enabling business environment. A single unified Web Portal is being developed for Online Registration of Units, Reporting of inspections, and submissions of Annual Returns and redressal of grievances. This portal will facilitate ease of reporting at one place for various Labour Laws by a single online Annual Return; consolidate information of Labour Inspection and its enforcement thereby enhancing transparency in Labour Inspection as well as that in monitoring of Labour Inspections. An Inspection scheme has also been notified with the objective of simplifying business regulations and for bringing in transparency and accountability in labour inspections. The scheme envisages objective criteria for selection of Units for inspection.
