బంద్ పాక్షికం

గుంటూరు సిటీ, మే 31 : పెట్రోల్ ధర పెంపునకు నిరసనగా ప్రతి పక్షాలు చేపట్టిన 'భారత్‌బంద్' జిల్లాలో పాక్షికంగా, ప్రశాంతంగా జరిగింది. బంద్ పిలుపు నేపథ్యంలో పోలీసులు ముందుగానే అప్రమత్తమై ఆందోళనకారులను ఎక్కడికక్కడ అరెస్టు చేసి పోలీసుస్టేషన్‌లకు తరలించడంతో బంద్ ప్రభావం అంతగా కనిపించలేదు. ఆర్‌టీసీ బస్టాండ్ వద్ద బస్సులు రోడ్డెక్కకుండా నిరసనకారులు కాసేపు అడ్డుకొన్నప్పటికీ వారందరిని పోలీసులు అదుపులోకి తీసుకోవడంతో బస్సులు సాధారణంగానే నడిచాయి. ప్రభుత్వ కార్యాలయాలు కొన్ని మినహా మిగతావాటిల్లో బంద్ ప్రభావం కనిపించలేదు. తెలుగుదేశం, సీపీఐ, సీపీఎం, బీజేపీలు కలిసి బంద్‌లో పాల్గొన్నప్పటికీ వైఎస్ఆర్ కాంగ్రెస్ పార్టీ మాత్రం ప్రతిపక్షాలతో కలవకుండా వేరుగా ఆందోళన నిర్వహించింది. బంద్‌లో భాగంగా గురువారం వేకువజామున 5.30 గంటలకే తెలుగుదేశం పార్టీ రాష్ట్ర కార్యదర్శి మన్నవ సుబ్బారావు నేతృత్వంలో ఆ పార్టీ నాయకులు, ఏఐటీయూసీ రాష్ట్ర కార్యదర్శి జీ వీ కృష్ణారావు, ఏఐవైఎఫ్ రాష్ట్ర కార్యవర్గ సభ్యుడు బీ వెంకటేశ్వరరెడ్డి, పార్టీ కార్యకర్తలు ఆర్‌టీసీ బస్టాండ్‌కు చేరుకొని ముఖద్వారం ఎదుట భైఠాయించారు. సీపీఎం జిల్లా కార్యదర్శి ధూళిపాళ్ల రమాదేవి కూడా బస్టాండ్ ఎదుట బైటాయించి నిరసన తెలిపారు. దాంతో కొద్దిసేపు ఆర్‌టీసీ బస్సులు బస్టాండ్ నుంచి బయటకు రాలేదు. ఈ సమాచారం తెలుసుకొన్న పోలీసులు హుటాహుటిన బస్టాండ్‌కు చేరుకొని ఆందోళన విరమించాల్సిందిగా కోరారు. అందుకు ఆందోళనకారులు ససేమిరా అనడంతో రెండు వాహనాల్లో కొంతమందిని కొత్తపేట, మరి కొందరిని లాలాపేట పోలీసుస్టేషన్‌కు తరలించారు. ఉదయం 11 గంటల సమయంలో అరెస్టు చేసిన నాయకులు, కార్యకర్తలందరిని పోలీసులు సొంత పూచీకత్తుపై విడుదల చేశారు. ఆ తర్వాత అన్ని పార్టీలు అరండల్‌పేట మెయిన్‌రోడ్డులోని శంకర్‌విలాస్ ఎదుట కలుసుకొన్నాయి. అక్కడి నుంచి ప్రదర్శనగా అంబేద్కర్ బొమ్మ వైపునకు వెళుతుండగా పోలీసులు అరండల్‌పేట పోలీసుస్టేషన్ వద్ద అడ్డగించి మరోసారి తెలుగుదేశం పార్టీ జిల్లా అధ్యక్షుడు ప్రత్తిపాటి పుల్లారావు, మన్నవ సుబ్బారావు, సీపీఐ జిల్లా కార్యదర్శి ముప్పాళ్ల నాగేశ్వరరావు, సీపీఎం జిల్లా కార్యదర్శి రమాదేవి ఇతర నాయకులను అరెస్టు చేశారు. వైఎస్ఆర్ కాంగ్రెస్ పార్టీ నాయకులు లేళ్ళ అప్పిరెడ్డి, షేక్ షౌకత్, నసీర్ అహ్మద్, గులాం రసూల్ తదితరులు వేరుగా హిందూ హైస్కూల్ ఎదుట రాస్తారోకో నిర్వహించారు. వీళ్లని కూడా పోలీసులు అరెస్టు చేశారు. బంద్ ప్రభావం పోస్టల్, బీఎస్ఎన్ఎల్, కార్పొరేషన్ తదితర ప్రభుత్వ కార్యాలయాలపై చూపించింది. కలెక్టరేట్ పరిసర ప్రాంతాల్లోని ప్రభుత్వ కార్యాలయాలు సాధారణంగానే పని చేశాయి. జిల్లా కేం ద్రంలో ప్రధానంగా టూటౌన్‌లో వ్యా పారస్తులు స్వచ్ఛందంగా దుకాణాలు మూసేశారు. ఒన్‌టౌన్‌లో బంద్ పాక్షికంగా జరిగింది. షాపులు మూయించేందుకు ప్రయత్నించిన ఏఐవైఎఫ్ నాయకుడు వెంకటేశ్వరరెడ్డితో పాటు కొంతమందిని పోలీసులు అరెస్టు చేశారు.

OFFICE MEMORANDUM

Subject: Children Education Allowance/Hostel Subsidy — Clarification

Subsequent to clarifications issued vide O.M. No.12011/3/2008-Estt.(Allowance) dated 11.11.2008 and O.M. No.12011/08/2010-Estt.(AL) dated 30.12.2010, on the captioned subject, references have been received on (i) definition of the term "station" and (ii) admissibility of Hostel Subsidy and Children Education Allowance in respect of children pursuing diploma/certificate courses from Polytechnic/ITI/Engineering College, afterpassing 10th standard.

2. After due consideration of the references in consultation with the Department of Expenditure, the following has been decided:

a. The term Hostel Subsidy would mean expenses incurred by the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometres from his/her residence. The reimbursement would be subject to other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time. It is further clarified that grant of hostel subsidy is not related to transfer liability of the Government servant.

b. To allow reimbursement of Children Education Allowance/Hostel Subsidy for the initial two years of a diploma/certificate course fromPolytechnic/ITI/Engineering College, if the child pursues the course afterpassing 10th standard and the Government servant has not been granted CEA/Hostel Subsidy in respect of the child for studies in 11th and 12thstandards. This is further subject to fulfillment of other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time.

3. This comes into effect from the current academic year.

                                                     CONDOLENCE

               Comrade K.V.Subba Rao, known as B.A.B.L.Subba Rao, who retired as Head Post Master, Tenali HO in 1993, breathed his last at Guntur on 18-05-2012. The Funeral was attended by all our active members and the retired officials, who worked with late B.A.B.L Subba Rao.

               Comrade B.A.B.L earlier worked as SPM Machavaram (Ponnur), Isukapalli (Repalle), Kolakaluru and at Chinaravuru SOs.

               He Was the associate of comrades Purushottama Raju, V.Purnachandra Rao, G.Nageswara Rao, L.K.R, Manikyarao and Comrade T.K.M.

               With workers orientation Sri B.A.B.L acted as AGS (defence Assistant) and saved hundreds of workers from punishments. His nature of defence line impressed the officers of our department.
